On a recent Price of Business show, Host Kevin Price interviewed Shelby Roquemore, Executive Director of Rescued Pets Movement, a Houston-based nonprofit recognized as the largest transport-focused animal rescue of its kind in the entire country.
They discussed how RPM’s model saves thousands of pets each year by relocating them from overcrowded shelters in Houston to rescue partners in other states where adoption demand far exceeds supply. Since its founding in 2013, RPM has transported more than 98,000 animals to safety, combining in-house veterinary care, volunteer foster homes, and coordinated long-distance logistics to make large-scale lifesaving possible.
Roquemore explained that overpopulation in the South stems from a combination of factors, including the region’s warm climate that allows dogs and cats to breed year-round, weaker animal protection laws, and a lingering culture that often views pets as property rather than family. In contrast, many northern states, such as Colorado, enforce stronger animal welfare laws and have embraced adoption as the social norm over purchasing from breeders or pet stores. Additionally, Houston has among the lowest per capita shelter funding in the nation of any major city, leading to closed intakes and widespread pet abandonment.
Roquemore explained the operational challenges of running such a high-volume program, from weather disruptions to funding shortfalls, and emphasized the role of community involvement and innovation in sustaining impact.
